With over two decades of expertise in child welfare, Rebekah has built a distinguished career at state and local levels, advocating for vulnerable children and families while driving innovation and systemic improvement. Her extensive background in social work, program development, and organizational leadership underscores her commitment to enhancing the quality of services provided within the child welfare system.
Currently serving as a Manager with RedMane Technology, Rebekah ensures compliance with Child Welfare Information Systems (CWIS) federal and state regulations in application development, oversees operational readiness for system implementations, and applies change management frameworks to support agencies in adapting to new systems. Her work focuses on aligning technology with organizational goals to create seamless transitions and effective solutions for child welfare agencies.
Prior to her current role, Rebekah dedicated many years to Wake County Human Services, where she led as a Continuous Quality Improvement Supervisor. In this capacity, she designed and implemented innovative coaching programs for over 300 child welfare staff, created tools for problem-solving and improvement, and developed an onboarding process that significantly improved staff retention. Her expertise also extended to quality assurance, curriculum development, and the successful integration of the county’s CCWIS (Comprehensive Child Welfare Information System).
As a Program Consultant with North Carolina DHHS, Rebekah played a pivotal role in statewide child welfare system enhancements. She provided technical assistance and training to local agencies, conducted quality assurance reviews, and served as a subject matter expert for permanency planning and foster care. Her contributions included managing compliance with the Every Child Succeeds Act and supporting the implementation of NEICE (National Electronic Interstate Compact Enterprise) systems.
Her earlier career includes significant contributions in social work and program development with both Wake County Human Services and West Virginia DHHR. She gained hands-on experience in permanency planning, adoption, in-home services, and assessments, while also establishing West Virginia’s first Foster Parent Association—a testament to her dedication to systemic progress.
Rebekah holds a Master’s and Bachelor’s degree in Social Work from West Virginia University. Her career reflects a deep commitment to collaboration, innovation, and advocacy, positioning her as a leader in child welfare and systems improvement.
