LaToya Toussaint

LaToya D. Toussaint, MPA is a senior public-sector and nonprofit executive with more than 20 years of experience strengthening health and human services systems, improving organizational performance, and supporting leaders through complex change. Her work spans child welfare, adult services, behavioral health, public benefits, and early childhood systems, with a strong focus on governance, quality improvement, compliance, and cross-system collaboration. 

Ms. Toussaint most recently served as a County Department of Social Services Director in North Carolina, where she led a multi-division agency and partnered closely with county leadership, boards, community stakeholders, and state agencies to advance service delivery and accountability. She previously served as Human Services Administrator for Children’s Services with Broward County Government (Florida), overseeing county-funded children’s services delivered through public-private partnerships and strengthening contracting, monitoring, and performance oversight. 

She also brings more than 15 years of nonprofit leadership experience in Florida, including executive and senior roles supporting community-based child welfare and early childhood systems. A nationally recognized accreditation and quality assurance leader, Ms. Toussaint serves as a Council on Accreditation (COA) Peer Reviewer/Endorser, supporting agencies nationwide in advancing best practice, measurable outcomes, and service excellence. She holds a Master of Public Administration and a Bachelor of Science in Health Science from the University of North Florida.
